1.- About the Contest

Together with the Member States of the Community of Latin American and Caribbean States (CELAC), Argentina commemorates in 2015 the 50th anniversary of the adoption of Resolution 2065 (XX) of the United Nations General Assembly referred to the Question of the Malvinas Islands. This historic resolution, renewed to this day by the United Nations General Assembly and its Special Committee on Decolonization, acknowledges the existence of the sovereignty dispute between Argentina and the United Kingdom, and urges the two parties to resume negotiations, as soon as possible, with a view to finding a peaceful and definitive solution to this sovereignty dispute.

On the occasion of this commemoration and thanking Latin America and the Caribbean for the strong and recurring support repeatedly given at CELAC’s Summits for Argentina's legitimate sovereignty rights over the Malvinas, South Georgias and South Sandwich Islands and the surrounding maritime areas, the Ministry of Foreign Affairs and Worship of Argentina provides for the organization of this competition:

1.1 The contest is addressed to the academic community of Latin America and the Caribbean. Members are invited to participate in this contest by recording a video, lasting no longer than one (1) minute, in which stakeholders express themselves on the following topic "Malvinas: A regional and global cause".

1.2 Each participant will send her/his video by e-mail. Support Groups to the Malvinas Question in countries of Latin America and the Caribbean will first analyze the videos received and shortlist two (2) finalists; the Ministry of Foreign Affairs and Worship of Argentina will select the two (2) winners among the finalists, who will receive as their prize a trip to New York in June 2016, with all expenses covered (air tickets, per diems and travel insurance), to attend the session of the Special Committee on Decolonization of the United Nations on the Question of the Malvinas Islands.

2. Eligibility

2.1 The contest is open to participation of all members of the academic community of Latin America and the Caribbean (from academic and research institutions, or any other public or private educational institution).

2.2 Participants should have passport valid until January 2017 and should have or should be able to obtain a visa to enter the US, if necessary.

2.3 Argentina’s Foreign Service officials or dependents and their families are not eligible to participate in the contest.

3. Registration

3.1 To join the competition, applicants must make one (1) video not longer than one (1) minute, in any language of their choice, expressing themselves on the following topic: "Malvinas: A regional and global cause".

3.2 Participants should send a message to the following e-mail address: COMPLETAR POR LA REPRESENTACIÓN. The message must contain the video link that needs to be hosted on platforms such as YouTube, Facebook, WeTransfer, Dropbox or GoogleDrive.

3.3 The message must in all cases contain the following participant information: Full name, date of birth, ID number, nationality, country of residence, address, telephone number, educational institution in which it participates, other contact and the video link.

3.4 Any submission not complying with specificationsdetailed above will not be considered.

4. Deadline and Schedule

4.1 Participants may send their videos as from November 2, 2015 until 23:59 pm. (Local time) November 23; the deadline may be extended at the sole discretion of the organizers.

4.2 The names of the finalists from each venue will be publicly announced on December 3, 2015 in the website of this Representation and/or digital platforms of the Ministry of Foreign Affairs and Worship of Argentina.

4.3. The names of the winners will be announced by the Ministry of Foreign Affairs and Worship of Argentina on 16 December 2015 and will be also communicated to each winner individually. Dissemination of their names will be made through social networks and official communication channels of the Ministry of Foreign Affairs and Worship of Argentina.

4.4 The prize trip will take place in June 2016 (date to be determined).

5. Selection procedure

5.1 The two (2) finalists from each jurisdiction will be shortlisted by the Local Support Group Malvinas Question, or otherwise by the respective Diplomatic or Consular Representation of Argentina in that jurisdiction.

5.2 Selection criteria will be those that the Group or the Representation considers relevant and appropriate for the submitted proposal, in all cases valuing originality and the interest shown in the issue. Video quality not being a selection criterion, videos can be captured with any kind of camera or cell phone.

5.3 Finally, e Ministry of Foreign Affairs and Worship of Argentina will select the two (2) based on criteria referred to above.

6. Prize

6.1 Air tickets as well as all expenses on accommodation, transportation, travel insurances and meals (breakfast, lunch and dinner) will be covered by the Ministry of Foreign Affairs and Worship of Argentina.

6.2 The Ministry of Foreign Affairs and Worship of Argentina will also facilitate the means to enable those selected as winners to be present at the meeting on the Question of the Malvinas Islands of the United Nations Special Committee on Decolonization, to be held at United Nations Headquarters in New York City, USA.

7. General provisions

7.1 Participation in this Contest is free, voluntary and not subject to any payment, purchase or condition of any kind.

7.2 By participating in this contest, the participant accepts its rules and authorizes the use and disclosure of her/his name, message, video and images, also granting to the Ministry of Foreign Affairs and Worship of Argentina all image rights and authorizations, free of charge, irrevocably, restrictively and perpetually.

7.3 In the event of an illegal or fraudulent participation, or in violation of participation general rules, that participant will be immediately excluded from the contest.

7.4 The Ministry of Foreign Affairs and Worship of Argentina reserves itself the right to modify or terminate the contest at its sole discretion without incurring liability to third parties or participants. In such an event, it will be only necessary to communicate the decision to participants via e-mail or by postings on social networks.

7.5 The Ministry of Foreign Affairs and Worship of Argentina reserves itself the right to change these rules without prior notice, always seeking to maintain its legality with no harm to participants or third parties. In this regard, participants are responsible for regularly checking these rules and stay informed about any potential changes. These rules will be available in Internet for all interested stakeholders at the following electronic address COMPLETAR POR LA REPRESENTACIÓN.

7.6 Taking into account the characteristics and circumstances inherent to Internet and social media, the Ministry of Foreign Affairs and Worship of Argentina will not be responsible for any suspension or interruption of the service due to accidents, acts of God or force majeure, as well as for any incomplete or incorrect information about the contest due to any human, technical or any other kind of mistake, assuming no liability for any loss or damages arising from events or acts.

7.7 By submitting a video under the present terms and conditions, participants will be tacitly accepting all these rules.
